Guizhou Province 500m Caliber Spherical Radio Telescope Electromagnetic Wave Quiet Zone Protection Measures
  (The 7th Executive Meeting of the People ’s Government of Guizhou Province was reviewed and approved on June 28, 2013, and the Decree No. 143 of the People ’s Government of Guizhou Province was announced on July 16, 2013, and will take effect on October 1, 2013). "Guizhou Provincial 500-meter-caliber spherical radio telescope electromagnetic wave quiet area protection method" (hereinafter referred to as "method")
  Article 1: In order to ensure the normal operation of the 500-meter-diameter spherical radio telescope (hereinafter referred to as the radio telescope) jointly constructed by the Chinese Academy of Sciences and the People ’s Government of Guizhou Province in Dawodang, Pingtang County, Guizhou Province, according to the “Regulations of the People ’s Republic of China on Radio Management” Laws and regulations stipulate these measures.
  Article 2: The electromagnetic wave quiet zone (hereinafter referred to as electromagnetic wave quiet zone) of the 500-meter-diameter spherical radio telescope referred to in these measures refers to the protection zone defined for the electromagnetic wave environment necessary for the safe operation of the radio telescope.
  Article 3: Installation, use of radio stations (stations) or construction of industrial, scientific, and medical equipment that generates radiated electromagnetic waves, high-voltage substations above 110 kV and overhead high-voltage transmission lines, electrified railways, and highways in the electromagnetic wave quiet area (Hereinafter referred to as a facility that generates radiated electromagnetic waves) should comply with these measures.
  Article 4: The provincial radio regulatory agency is responsible for the management of electromagnetic radiation in electromagnetic wave quiet areas. Provincial development and reform, environmental protection, transportation, radio and television, communications management and other departments should do a good job in electromagnetic environmental protection in accordance with their responsibilities. The people's governments of Qiannan Autonomous Prefecture, Luodian County, Pingtang County, and related townships (towns) shall do a good job in electromagnetic environmental protection.
  Article 5: The principle of unified management, division of responsibilities, coordination and cooperation shall be implemented for the protection of electromagnetic wave quiet areas.
  Article 6: The electromagnetic wave quiet zone is divided into a core zone and a coordination zone. The coordination zone includes an intermediate zone and a remote zone. The area with a radio telescope site (106 ° 51′20 ″ east longitude, 25 ° 39′10 ″ north latitude) as the center and a radius of 5 km is the core area, and the ring zone of 5-30 km is the coordination area, of which 5-10 km The ring zone is the middle zone, and the 10-30 km ring zone is the remote zone. As shown in Annex 1.
  Article 7: The provincial radio regulatory agency shall install warning signs at traffic intersections that enter the core area.
  Article 8: The electromagnetic wave quiet area involves the relevant protection work within the Guangxi Zhuang Autonomous Region area, which is coordinated by the provincial radio management agency.
  Article 9: The requirements for the protection of electromagnetic wave quiet areas are formulated with reference to relevant technical standards (see Annex 2 for details).
  Article 10: It is strictly forbidden to set up and use radio stations (stations) in the core area, and it is strictly forbidden to construct facilities that generate radiated electromagnetic waves.
  Article 11: It is strictly forbidden to set up and use radio stations (stations) whose operating frequency is above 68 MHz and below 3000 MHz and whose effective power is above 100 W in the middle zone. When setting up and using other radio stations (stations) and constructing facilities that generate radiated electromagnetic waves, the provincial radio regulatory agency must organize an electromagnetic compatibility demonstration. If the demonstration causes interference to the normal operation of the radio telescope, it may not be constructed.
  Article 12: Radio stations (stations) with operating frequencies above 68 MHz and below 3000 MHz and transmitting effective power above 100 W must be organized by the provincial radio regulatory agency for electromagnetic compatibility demonstrations in remote areas. If the normal operation of the telescope causes interference, it shall not be approved.
  Article 13: Construction of facilities that generate radiated electromagnetic waves in the middle zone should submit an electromagnetic compatibility demonstration application to the provincial radio regulatory agency. If the demonstration causes interference to the normal operation of the radio telescope, it shall not be constructed.
  Article 14: If the radio stations (stations) in use in the electromagnetic wave coordination area cause interference to the normal operation of the radio telescope, measures shall be taken to eliminate the interference.
  Article 15: No unit or individual may occupy the frequency allocated by the state for radio astronomy business.
  Article 16: The provincial radio management agency shall construct radio monitoring stations in the electromagnetic wave quiet areas as needed to provide services for protecting the normal operation of radio telescopes.
  Article 17: The provincial radio regulatory agency shall strengthen the protective monitoring of the frequency bands required for the work of radio telescopes, and promptly investigate and deal with interferences.
  Article 18: The provincial radio regulatory agency shall do a good job of electromagnetic environmental protection in electromagnetic wave quiet areas. Radio stations (stations) approved for construction in the coordination area shall be urged to control the power radiation outside the frequency band to a minimum.
  Article 19: The provincial radio regulatory agency shall organize an electromagnetic compatibility demonstration in accordance with these Measures and shall notify the National Astronomical Observatories of the Chinese Academy of Sciences and listen to their opinions.
  Article 20: Radio stations (stations) set up and used in the coordination area after approval shall be constructed and operated in accordance with the station parameters and technical parameters approved by the provincial radio management agency, and shall not be changed without authorization. If the technical indicators of the radio stations (stations) used decrease, they shall be rectified in a timely manner in accordance with the requirements of the provincial radio management agency.
  Article 21: The relevant local people's government shall strengthen the protection and publicity of the electromagnetic environment and monitoring facilities in the quiet area of ​​electromagnetic waves, and provide necessary assistance for the investigation and handling of harmful radio interference.
  Article 22: The National Astronomical Observatory of the Chinese Academy of Sciences should take effective measures to improve the ability of radio telescopes to withstand electromagnetic interference from the ground and space, promptly report radio interference to the provincial radio regulatory agency and assist in finding the source of interference.
  Article 23: Anyone who violates the provisions of these Measures shall be punished by the radio management agency or other relevant departments according to law.
  Article 24: Anyone who violates these measures by setting up or using radio stations (stations) without authorization shall be given a warning, seized or confiscated equipment and illegal gains; if the circumstances are serious, he may be fined not less than 1,000 yuan but not more than 5000 yuan.
  Article 25: In violation of these measures, without permission to construct a facility that generates radiated electromagnetic waves to interfere with the normal operation of the radio telescope, it shall be ordered to make corrections within a time limit. .
  Article 26: Anyone who violates the provisions of Article 20 and fails to make rectifications in accordance with the requirements of the radio regulatory agency shall be confiscated the illegal income and imposed a fine of not less than 1,000 yuan but not more than 5,000 yuan.
  Article 27: If the state staff has committed malpractices, abused power, or neglected their duties in the electromagnetic environment protection work, which has not constituted a crime, they shall be given administrative sanctions according to law.
  Article 28: Annex 1 and Annex 2 are the constituent documents of this method and have the same effect as this method.
  Article 29: If the "Guizhou Radio Management Measures" implemented since February 1, 2007 is inconsistent with this method, this method shall prevail.
  Article 30: These measures shall take effect on October 1, 2013.
